MC Second bug about max reference bar

There are second bug about max reference bar，It caused the discrepancy between sq's and MC's performance report.

If we use block IsUptrend or IsDowntrend, as you can see, SMA(200) are hidden in that function SQ_IsUptrend in the code. So SQ allow to entry less than 200 bar in earliest data. The correct approach should be to allow access after at least 200 bars which is exactly what MC does.
