v137 & v138 ABS function doesnt works

The ABS function does not work on either v137 or v138. AlgoWizard file attached. In the Rule1 tab in the Year variable it works because the variable itself is an integer, but in the YearDecimals variable the value always gives 0 because it does not work. You can also debug it by loading a variable with the ABS function (109/4), the result is 27.25 instead of 27.
