Add a Blank Config at the beginning

Most of the time if we don't have a builder template, and we load sqx for the first time. It would be good having a Blank Config. With a lot of things disabled, like robustness tests, exit on friday, etc...

Building Blocks disabled, just enter at market enabled, something reduced to the minimal expression.
