[127] Rule OnInit is always moving to the End after Strategy upload, following this it is not working properly


Rule OnInit is always moving to the End (as the last TAB) after Strategy upload, even when it was moved to the beginning before Save, following the strategy not working properly as it is executed as the last one. 



MOREOVER, my observation of the code is that the OnInit content is anyway processed EVERY Tick, which does not make sense. 


Please investigate.


To test it you can use any strategy and:
1. Create new OnInit rule
2. Move it Left to be the first Rule in the strategy
3. Save the strategy
4. Load the strategy  - you will see it OnIInit rule as the last one.
