[Build 137 RC1] : SQX not starting

if I start SQX B 137 RC1 , I have only the splash screen (see attached capture)

The splash screen stay like that in the middle of the screen and SQX do not start

in the log I have an error :

java.lang.UnsatisfiedLinkError: G:\SQX_137_RC1_win_20230403\internal\jcef\libcef.dll: La procédure spécifiée est introuvable

(procedure not found)

then :
