137 RC 1 does not use all cores

It is doing Build Strategies task in custom projects. I would like to share more, but not sure which is relevant.  Cause comparing to previous B135 and before, they tend to run at least 50% on same hardware.  This is my first time using 137RC1, hence trying to put it thru its paces
