Strategies is missing

As you can see in attachment, when retest strategies in custom project, some strategies is missing. This phenomenon exists in 137dev4, 137rc3, but 136 versions without this bug. It is easily reproducible

I suspect it has something to do with the lack of custom block, but where can I easily see what custom block are missing?
