[SQ4 B3] "Slippage", "Min Distance" and "Commission" seem to be ignored everywhere

This is replacing my previously reported bug http://roadmap.strategyquant.com/tasks/sq4_0146

Regardless if in the Builder, the Retester or the Optimizer, none of the settings of "Slippage", "Min Distance" and "Commission" seem to have any effect. Backtests results never change, regardless if changing these 3 values.
