Custom Project lag in program

As i have been working in custom projects for a while now, when i went back to adjust my "initial population filter", i click the "configure filter" link and it does nothing. It is unresponsive.
Certain settings in the custom projects area will not actually save or hold those settings. I change then, come back in, and they are still the old number or setting.
