RC 107 Strategies not saving to databank when cleared

Still getting the same error. The location for where the config file used to be now says project.xml. Please let me know if I need a different file.

Also I don't know if this is related but the data bank goes over what it is set to for some reason. Its been set to 500 for both tests. 50 Initial Population with 10 islands. This is the second time its gone above 500. Last time it was above 800.

I turned all my filters off and strategies started filling up the databank. So I thought the problem may be with how the logic of the filters clears something into the data bank. I went to try testing with one filter for number of trades and it worked. I dont understand why the strategies said they were in the databank and were not put in. It did not say they were rejected. Here was the original list of filters used for the first test.

Also the first test was tested with 10 islands which also might be the issue. This started working when moving down to 2 islands. 

Okay so I was able to get the same filters in the original test to work and store strategies in the databank. I think the original error might have been caused by the amount of islands. The first test had 10 islands while this one had only two islands.

However the settings I ran still should've had an initial population of 100 and after a few hours, it creeped up to 200 for the initial population,
