[124] SQX always use the cpu usage over setting

Dear SQ team

I find that SQX124 always use use the cpu usage over setting.
I set 14 cores of 16 cores that's mean it should be not over 14/16=87.5% usage
But it always use all cpu cores for running.

it doesn't work so exactly.

When configured like this SQ uses only these 14 threads for backtesting, but there are other threads - for UI, for backend etc. that are not counted there and they also add some load to CPU.

Yes, I running the same setting in 122. It's only use the 87% of my cpu correct.

So, I can't find that why 124 use 98% with the same setting.

Then I test this setting in all procedure (include build,retest,wfm) they all use 98% of cpu.
