custom blocks - not set after restart

very often for me its happening for me that after restart some opposite buuilding blocks are not set

happening in B128 and still in B129dev2

after restart it very often fixed it, but sometimes i need to restart twice or more

it seems that there is some GUI problem, buecause XML file with custom blocks is always the same and restart could solve this
