Decrease GUI Refresh rate / Linux (less impact on Window)

Hello,

On Linux GUI rendering by chrome and xorg is not so efficient as Windows (or let's say it varies). That causes much higher/significant CPU utilization as "redraws" are more expensive (both LIGHT and HEAVY mode).

CPU utilization decreases significantly if SQX window is minimized or hidden.

Would be possible to decrease rate (or implement static indication) for some of moving interactive elements (fast moving progress bars) to decrease redraws and workaround this issue ?

Results from Virtual Box  (Linux VM in Windows..) (heavily impacted).

See attached captures:

* SQX in foreground (builder page in progress) and window visible.
* SQX is minimized (builder in progress).
* SQX is foreground (builder in progress) but changed current tab to static page. Builder left moving bar still redrawing.

Thank you.

For completeness attaching same OS, Same HW, same SQX but running in native mode HW acceleration (instead of virtual machine).

SQX in foreground windows. When minimized gui associated cpu drops < 2%.
