CPU utilization is declining in optimization 129 release version

In SQX 129 RC2 CPU utilization during building and optimization process is stable and constant.

It SQX 129 Release CPU utilization is stable during the building process but decreasing to 20% and lower on optimization.
The same settings and strategies are used.

this doesn't sem likely to me, I tested it and I cannot reproduce it. There should be no changes in final version that could have cause this.

If you really experience it can you please attach your optimization config that works in 129 RC2 but slows down in 129 final version?

I've double-checked it for you and can assure that utilization is different on these two versions despite the fact that I've used the same config for both of them.
