B130: Dev 2: Low CPU Usage issue STILL NOT FIXED :-(

SQX still doesn't use all available CPU power for optimisation and Montecarlo retest tasks.

Another issue: when the retester has many strategies to run, CPU usage is higher, but as the tests are completed and less and less strategies need testing, CPU usage gradually declines until it's almost not being used
