Optimization report running very slow

Hello. For whatever reason, my cpu is only working at around 10 % capacity when I run a simple optimization in order to get the optimization report. I have allocated 31 threads to sqx from my 16 core cpu, as well as 56gb of ram. None of them are capped but still, the process is super slow compared to the builder and the retester. I´ll attach everything Tomas told me to attach. 
I hope you´ll be able to find the problem and help me in the process.
