last MC tests dont run at 100% CPU speed

if we are making MC tests and have for example 32 cores and run this for 50 strats from start it works at 100% CPU, but after the nonfinished strats are less than number of cores, the MC tests are running so slow, because, its not using full CPU



talked about it many months ago, and i think it was fixed, but it doesnt work in b130
