In custom projects Filter Strategies option to Move does not work

On build 130.467, within a custom project if you create a step that 'Filter strategies' -> 'Move from one databank to another', it removes all existing strategies in the destination databank and you're left with just what got moved with the last execution of this step.

Had a similar issue with the filtering task in v130...I downgraded just the filtering task in 130 to 129 per advice in a separate ticket.

To downgrade only the Filtering task.

Copy the files below from SQX 129 to 130

/plugins/SettingsFiltering

/plugins/TaskFiltering
